1st option is : If you want you can go to klamath and farm geckos but the basic problem is you need to level up first to defend yourself1 by scavenging Junk but it will take little time for you 
( old classic leveling style from TLA MK II )

2nd option : You can  be lvld up by someone wich have factions by farming mutants near NCR / Vault 15 and the best way to leveling too is selling big guns in the building
( where was Slaver shop in fallout 2 in the market )

Really worthy is looting mutie's body and you need keep with yourself bag
( to avoid overweight problems )

It's simple loot muties / raider's bodies because they always drops cash
Bank you can Find in  NCR ( you have ladder and i don't renember where was bank in NCR ( TLA ) )
